Miller Freeman is proud to have been the contractor responsible for the comprehensive refurbishment of the Skegness Custody Suite, completed in May 24. This project addressed key issues identified by the HM Inspectorate of Prisons and HM Inspectorate of Constabulary and Fire & Rescue Services in their 2022 report. The refurbishment was designed to modernise the facility, ensuring that it meets the latest standards, enhances detainee care, and supports effective policing.
In the 12 months prior to the suite’s closure, 2,011 prisoners utilised the Skegness Custody Suite, one of four such facilities in Lincolnshire, which collectively saw 9,639 detainee arrivals in 2021. Although generally well-maintained, Skegness and the other suites faced challenges due to outdated infrastructure. Inspectors noted that some of the older facilities lacked essential amenities like sinks, toilets, and in-cell flush mechanisms. Additionally, potential ligature points in some cells, primarily due to design aspects of doors, toilets, and loose hatches, were highlighted as areas requiring urgent attention.
The Skegness Custody Suite refurbishment was a full-scale overhaul aimed at addressing the identified concerns and future-proofing the suite. Key improvements included:
The suite's outdated heating system was replaced with efficient air source heat pumps, providing better temperature control and economy. The system allows cell temperatures to be maintained within a range of 18°C to 24°C for detainee comfort.
A new CCTV system with updated cameras ensures comprehensive coverage without blind spots. Additionally, new cell door designs now feature windows to support detainees with claustrophobia.
New, fully computerised panic and fire alarm systems enhance safety. A call system installed in each cell allows detainees to communicate directly with custody staff, ensuring swift responses to their needs.
New in-cell toilets equipped with integrated basins, disability-compliant facilities, and anti-slip flooring in the cells and corridors contribute to a safer and more dignified environment for detainees.
Three interview rooms, including one with a full video interview system, were refurbished with new furniture and equipment to enhance the interview process. The medical room also received upgrades to support detainees requiring physical or mental health assessments.
The booking-in area was redesigned to streamline the intake process, including full biometric processing (photos, fingerprints, and height measurements) to facilitate future identification of detainees.
Custody Sgt. Andy Young highlighted the improvements in detainee care, noting that staff can now promptly respond to detainee requests. With new facilities like accessible showers, modern disabled facilities, and an exercise yard, the suite promotes detainee well-being during their time in custody.
Chief Constable Gibson emphasised that the suite’s refurbishment supports a more respectful and dignified experience for detainees. Additionally, the improved facilities and infrastructure contribute to more efficient evidence collection and better working conditions for staff, which will positively impact the overall quality of Lincolnshire’s investigative process.
